English Language Proficiency Declaration explained
Once you have added any nursing or midwifery courses onto your preference list, you must submit the English Language Proficiency Declaration to be considered for any nursing or midwifery courses. To locate the form, log into your VTAC account. English language proficiency for Nursing and Midwifery will be listed under Course requirements on your dashboard. Open the addtional tasks page and then open the declaration form.

This form addresses whether an applicant meets the English Language Proficiency standards required.
After the opening the form, you can address the English Language Requirements through three options:
Option 1: AHPRA Registration Pathway
You currently hold one of the following registrations with the Australian Health Practitioner Regulation Agency (AHPRA):
- Enrolled Nursing (Division 2)
- Registered Nursing (RN)
- Midwifery
Select this option and provide AHPRA registration number when prompted.
When completing this form, read through all three options, select the tick box for the one you are eligible for, then submit your form and make sure you provide any additional documents that may be required via the ‘Submit Course Application Documents’ section of your application.
Option 2: You meet all conditions of the Primary Language Pathway
To be eligible for this option, English must be your primary language AND you must have completed at least six years of primary and/or secondary education (minimum two years must be secondary education between grades 7 to 13) that was taught and assessed solely in English.
This schooling must have been in one or more of the following countries; Australia, New Zealand, Canada, the United States of America, the Republic of Ireland, the United Kingdom or South Africa.
Select this option and ensure that your previous secondary studies are claimed correctly in your course application.
Option 3: English Test Pathway
To be eligible for this option, you have either sat or will sit one of the approved English Language tests prior to VTAC’s documentation deadline dates.
Approved tests are:
- IELTS (Academic)
- TOEFL Internet-based Test (IBT Special Home Edition NOT accepted)
- Pearson Test of English (Academic)
- Occupational English Test (OET)
Minimum scores required for initial NMBA registration must be achieved. More information can be found on the NMBA website.
Select this option and upload a clear scan of the test results when completed, under the ‘Submit Course Application Documents’ section of your VTAC account.
