This report covers the activities of the Victorian Tertiary Admissions Centre for the period 1 July 2004 to 30 June 2005 .

The period was one of considerable success. Major developments were accomplished according to the agreed schedule, and the actual application and selection period was entirely positive and unproblematic, the highlights being the smooth transition to the no paper form environment and the successful introduction of Special Entry Access Schemes application processes. Web-based publication editing, trialled in 2003/04, was implemented for all institutions and development of a new information package about ENTERs and scaling was completed to be launched in July 2005. This package, aimed at subject teachers, the source of a good deal of advice at school level, is partly interactive to facilitate uploading of school data and practical experience of key concepts. It should dispel some of the misinformation about such concepts.

Application numbers declined for the second year running from 84,634 to 81,964. This is a national trend the negative movement in Victoria , however, being less than in other states.

As will be noted from the accompanying report the underlying structure and operation of VTAC was strengthened with constitutional changes arising from two risk management/audit reviews.
